Umbassy uffices telegrams to Nanking Nos. 93 and 99.

I cannot be expected to take seriously the French Ambassador's suggestion that I should conceal from the

Japanese that he is the source of impression mentioned in

telegram No. 99 but no doubt care will be taken not to com-

pronise him.

3. ..ith reference to paragraph 4 of telegram No. 93 matter mentioned in Canton intelligence report is refusal

of Hongkong Governor to allow British rolling stock for the

carriage of munitions on Chinese section of Canton-Kowloon

Railway (see last twenty words of telegram No.169 from

Hongkong to the Jolonial Office).

3. I take it that there has been no change in the

policy of His Majesty's Government to allow the import of

munitions through Hongkong for both belligerents though I

note that the Colonial Office in their telegram to Hongkong

Fo. 152 said that the matter was being further considered,

The effect on Jhinese feelings of any withdrawal of facilities

which they now have of obtaining munitions through Hongkong

would be deplorable and I earnestly trust it can be avoided.

While it is undoubtedly desirable to keep in step with the

French I cannot recommend such a course if it means that

transit through British territory (I have in mind Burma as

well
